Many companies and LLPs have recently received a notice asking them to fill in something called the ASISSE return. It is unfamiliar, it comes from a ministry most businesses never deal with, and it mentions penalties. Here is what it actually is, and why you should not ignore it.
What ASISSE is
ASISSE stands for the Annual Survey of Incorporated Services Sector Enterprises. It is run by the National Statistics Office under the Ministry of Statistics and Programme Implementation (MoSPI). It was launched in April 2026 and this first round covers the financial year 2024-25.
Its purpose is to collect data on India's formal services businesses, which until now had no dedicated yearly survey (factories have had one for decades). Companies and LLPs are picked using the GST database, so being selected does not mean anything is wrong with your business.
It is compulsory
This is not a request you can choose to skip. The survey is run under the Collection of Statistics Act, 2008 (as amended, including by the Jan Vishwas Act, 2023) and the Collection of Statistics Rules, 2024. If you are selected, you must respond.
What happens if you ignore it
- A penalty can be levied (up to 5,000 for a company in the first instance).
- Further daily penalties can follow if the default continues.
- Giving false information on purpose can lead to prosecution.
- Paying a penalty does not end the matter. You still have to file the return.
If the due date has already passed, file as soon as possible. Whether a penalty is levied is up to the officer, so filing promptly is your best position.
What you will need
The form asks for details that mostly come from your books and returns, such as fixed assets, working capital, employees, expenses and income, and how you use technology. A ledger-wise trial balance for the year and your GST returns cover much of it.
